
We often knead brain to discover the causes of our problems, when what we should do would be to take a look at their own solutions found to the problems of the past.
Launching the project “Starting Point end gas market” was received with joy, but treated with suspicion inability to change things. This condition is natural and not at all discouraging for me, making me understand even more the need for this project and mobilizing me out even more in the street.
Today’s problems come from yesterday ‘s “solutions”.
Drawing from the lessons of the project Right Price On Gas, where I gave up means convenient to write only material release from a comfortable desk, I believe it is time to no longer pay so much attention to institutions and to focus our attention on those which no longer we know there are people working in this sector.
Management system that now dominate the natural gas and destroyed people.
I believe that this system is the result of systemic errors that we find ourselves in years. Romania functioned before 1989 on the basis of Theses and Guidelines party. Since 1990 the property has changed, but not the arrangement of things. They were camouflaged approaches, but remained practices.
Privatization, liberalization, corporate governance principles, DNA etc. determined that practice yesterday to be “problems today.” They are asked for years, but seen only when a state institution like the Court of Auditors or DNA, formalize them.
I remember in the years 2000 – 2004, after breaking ROMGAZ’s, there was a state policy, openly, that “in the name of building gas market and private environment” certain private companies used capital goods and personnel companies results the ROMGAZ’s breaking, but the profit making private companies, all under the gaze of state control institutions.
Knead us today to discover the causes of our problems, we should look at the solutions to some problems in the past:
- breaking ROMGAZ’s (2000) – the destruction of a functional system, it is true statist, but it was done before the construction of the new market economy system.
- public institutions (2000) – copy-paste by the West, but political populated and used as a “Commando” behind political enemies or unwanted competition,
- strategic privatizations (2004) – led business efficiency and labor productivity growth in these companies, but without the cost savings to be reflected in the state budget (through dividends, income tax, etc.) or the functioning of the market or reducing price
- privatization of minority stakes (2008 – 2012) – which had to bring shareholders eager to move things poorly made by companies owned by the state development strategy, but proved interested in obtaining immediate profits,
- private management (2012) – which was to bring political efficiency, effectiveness, productivity, etc., but it brought insolvencies and bankruptcies multiple energy.
In fact the chaos of today’s gas market has its origins in decisions taken in the last 15 years.
Statist transformation in the capitalist system, in natural gas, remains at 25 years away from understanding the current managers, seeking (in the few moments when I do), only short-term improvements.
What is wrong and wrong is continuing to disregard the fundamental unity of the sector – people (employees ANRE operators, suppliers, consumers, designers, builders) and lack of understanding of the existential purpose-gas – gas sale and purchase. People in the sector need each other to produce results, they need the ability to learn together how to achieve the main objective of the market – transaction.
The relationship between state institutions and market participants, the relationship between shareholders and company leaders in the energy sector etc., is also the relationship between teacher and student (boss and subordinate, guard and prisoner, master and slave). The teacher has the answer, the student strives to find the answer. Students know when they have found the right answer, just because it says. Students know what to do, just to thank him and the professor to pass the class. Operators, suppliers, consumers, designers, builders etc. just trying to please their Heads / Guardians / Masters, missed the chance to improve the system that should really just to serve customers.
Romania follows more than 20 years a complex process of transition from centralized economy to market economy. Continual changes in this period would have to be deep and wide-ranging and cover both: institutions, companies and individuals.
One of the most difficult obstacles to overcome, is the difference that exists between culture and education existence (including the legislative, institutional, financial, managerial and technological) as a result of previous politico-economic regime and culture specific market economy. Be noted that between 1950 and 1990 more than 40% of the population has migrated from rural areas in urban areas, led to deep cultural changes, most without crystallizing. The existence of these differences was high culture (is) the more dangerous as a result, the more she was found to makers who were (are) responsible for the management process of structural change.
Culture tenants (owners or tenants) is a set of principles and beliefs, attitudes, values and elements that determine how people act and interact.
Changing the behavior of occupants and therefore the onset of change in their actions only appears when arises a dissatisfaction (dissatisfaction) increase to be perceived and accepted by the other party (government, parliament, prefects, mayors, executives, bosses etc. .). Although Romania dissatisfaction arose many years ago (including the degree of comfort, energy costs, health etc.), reaction and helplessness other party (ruling) cause postponement of major changes in the areas of: energy , economy and ecology. Although there have been steps in order to solve some of the grievances of tenants by adopting specific laws, failure or inefficiencies lead to negative signals.
Another aspect that has been neglected in the past 20 years but whose neglect has started many years ago, is the cultural and educational background of the individual and means of improvement thereof, so that every individual to evolve and change patterns thought and decision. Proper placement of the lessee in the context of Romania’s sustainable development can not be achieved without reconsidering the place of the individual in society. Recent years have led to “isolate” the individual and destroying his confidence in the value systems of society. Unmatching him in changes deployed in decision making, continuous marginalization of its capacity, etc., to determine ignoring the lessee of change, considering it always foreign exterior, with people preferring to work in construction activities, rehabilitation, modernization of housing after “common sense” rather than calling in specialists.
Strongly resistant to change, elements of power (energy producers and suppliers, module housing construction, the materials used, the behavior of tenants etc.) is heading in the coming years, for a fundamental change. Although influenced by many of the technological and economic forces energy elements have not enjoyed until now the proper attention, although they have a large scope of coverage and a significant impact on human health and the environment.
Romania’s current location coordinates was determined by lack of proper management at all levels (ministries, town halls, etc. The institutions).
I thought by manager, the person holding a knowledgeable technical support, economic, legislative, etc., available to use their capabilities for:
-definition objectives;
-development strategies (policies) for their achievement in the short, medium and long term;
-plan, to develop a framework to ensure high performance;
-organizing to implement plans and objectives;
-Leading staff in order to achieve objectives including motivation, influencing and forming groups efficient and effective;
-control staff, real and correct, uninfluenced by considerations other;
-feedback site, response to internal and external factors, so that its objectives are achieved in the required time, instead receiving a reward.
Lack of managers and especially their loyalty towards the employer determined the evolution of “uncontrolled” Romanian society.
Eliminating absolute poverty, stopping the process of poverty and reduce it to the level of socio-economic and politically acceptable, increase in welfare, access to education and health, employment, real income growth – all have a close connection with the problems of resource utilization natural and quality assurance of environmental factors.
Sick people quickly become poor. But the reverse is true. Poor people become sick sooner. Compromised health and promotes generates poverty, triggering a vicious circle which prevents the economic and social development and contribute to irrational use of resources and degradation of the environment around.
The close connection between life and activity of the population, environmental factors and natural resources make social and economic development and combating poverty and addiction problems capitalize environmental resources.
Energy security in all of the food, social, economic and ecological – promotes a new concept of eradicating absolute poverty and reducing disparities in living standards of the population.
Targeting the country’s economic development towards improving the quality of life requires efficient, increasing productivity, reducing consumption and expenditures, ensuring a sufficient degree of training, guarantee human rights and freedoms, including the right guaranteed by the Constitution – to an environment favorable for life and activity .
Thus, energy, environment and health collective entering a spiral that accelerates and reduces the degree of poverty of the individual:
- environment – health – poverty: the use of drinking water improper air pollution, consumption of contaminated products often much cheaper and accessible lead to the emergence of diseases whose treatment on the one hand reduce income from public budgets (medical leave, hospitalizations, drugs) on the other – evading funds from budgets and so reduced poor families.
- energy – health – poverty: the impact of using natural resources below the minimum level of environmental comfort or hygiene-health, chronic diseases cause the same effect impoverishment of public budgets and family.
Attracting wide lessee to raise awareness and impulsonarii solve its own problems: social (cult labor), energy (efficiency of energy consumption, reduce energy loss), economic (entrepreneurial culture, innovative development) and environmental (moderation in buying products, autoproduction ), while raising awareness of individual, full information, operative and truthful individual about the actions of public authorities present and future, indicating permanent incentives and penalties that will follow his actions will be aimed at changing the behavior of tenants and change passive attitude who is characteristic today.
